Based on the DF8B—which is now the heavy-duty traction freight diesel locomotive with the biggest service power on domestic main lines, the locomotive was designed and improved for the plateau suitability to meet the requirement of locomotive operation in Tibet.

Equipped with 16V280ZJA diesel engine, with TPL61-A30 turbocharger by AAB, the locomotive adopts the main AC/DC electric transmission to meet the specification that the Tibet diesel locomotive''''s power should not be lower than 2,700kW with an altitude of 5,100m. Many new techniques and new structures are used to suit the Tibet-Plateau''''s geographical and environmental features, such as: the glass of cab is ultraviolet-proof and film coated, and oxygen generator is on top the of cab''''s end for the staff; the plateau suitability design and improvement are made to meet the requirement of locomotive motor and electric devices used in high altitude area. The battery is ultrahigh alkali with good performance in low temperature. Coolant water system uses the pressure cooling. The radioresistant rubber damping pad is adopted for its good function under low temperature. Also the new technique of anti-thunder apparatus is added to the locomotive.
